Throughout the year, it is necessary to balance the overall budget mainly by transferring funds from expense accounts with a surplus to bring back into balance those with an anticipated shortfall. However, projects not included in the budget are handled in a different manner.
As the Town of Blooming Grove prepares for its final attachment to the City of Madison in 2027, the Town Plan Commission conducted a public survey as how best to improve public parks beforehand.
After much discussion and soliciting bids, the Plan Commission made a recommendation to the Town Board at their July 8, 2026 meeting for several improvements to the three parks. The cost will likely exceed $18,000. Over $10,000 has been set aside in outlay accounts to apply to these improvements. To address the anticipated shortfall, the Board has approved up to a total of $20,000 with the difference to be drawn from unallocated reserves.
